Assigns the assigned commissioner, rather than the commission, to determine whether a proceeding requires a hearing as part of the scoping memo for adjudication and quasi-legislative cases.

Revises quiet period rules for ratesetting cases to establish quiet periods only after a proposed decision is issued and scheduled for a vote, or after a proposed decision is scheduled for a vote but then held and rescheduled.

Requires the commission to establish a mandatory quiet period during the three business days before the scheduled vote on a proposed decision in ratesetting cases.

Prohibits individual ex parte meetings during the three business days before the commission's scheduled vote on a decision in ratesetting cases.

Prohibits one-way ex parte communications from decisionmakers to interested persons and bans communications between interested persons and decisionmakers regarding which commissioner or administrative law judge may be assigned to a matter.
