Amends Section 12804.9 of the Vehicle Code to allow the Department of Motor Vehicles to waive the driving test for applicants with valid foreign driver's licenses under specified conditions.

Requires the foreign nation's driving examination to be substantially similar to California's examination and the foreign nation must offer reciprocal privileges to California license holders via memorandum of understanding.

Applicants must be 18 years or older, provide proof of California residency, submit a notarized copy of their foreign driver's license and five-year driving record with English translations if applicable, and surrender or destroy their foreign license.

Verifies through the applicant's driving record abstract that no stops, holds, or other impediments to license issuance exist.

The resulting California license issued will only be a noncommercial class C driver's license, regardless of the class level of the foreign license submitted.
