Deletes prohibition on disclosing Department of Business Oversight records and requires the Commissioner to publish all final orders issued under specified Financial Code sections on the department's Internet website.

Allows the Commissioner to delay publication of final orders for a reasonable time if publication would threaten the safety or soundness of a regulated institution.

Permits the Commissioner to redact customer-identifying information from published final orders prior to publication.

Amends electronic filing verification requirements so that identity verification satisfies all other verifications required by the Commissioner.

Requires licensees to establish and maintain an electronic service address for receiving communications from the Commissioner, notify the Commissioner before changing the address, and provides fines up to $50 per day (not exceeding $1,000) for failure to comply.
