Establishes the Office of Salton Sea Restoration within the Department of Water Resources, headed by a Director of Salton Sea Restoration appointed by the Governor and confirmed by the Senate.

Creates the Salton Sea Restoration Board within the office, composed of representatives from state agencies and local governmental entities, to assist the Director in implementing the John J. Benoit Salton Sea Restoration Plan.

Requires the Department of Water Resources to enter into a design-build contract by June 30, 2019 to undertake Salton Sea restoration projects identified in the Phase I 10-Year Plan and State Water Resources Control Board Order WR 2017-0134.

Mandates the transfer of all Salton Sea restoration projects, authorities, responsibilities, and functions from existing state agencies to the Office of Salton Sea Restoration by June 30, 2020.

Authorizes expedited procurement processes for design-build contracts to address the urgency of initiating and completing Salton Sea restoration projects.
