Establishes the San Diego Rivers Watershed Consortium Program requiring the San Diego River Conservancy to create three advisory panels for the Otay River, Sweetwater River, and Tijuana River watersheds to identify project funding and restore watersheds.

Creates three advisory panels with specified members from local agencies, water quality boards, universities, Native American organizations, and port districts, serving two-year terms on a voluntary basis without compensation.

Requires advisory panels to meet at least twice annually, prepare strategic watershed plans, and hold open meetings subject to the Bagley-Keene Open Meeting Act.

Creates the San Diego Rivers Watershed Consortium Program Account within the San Diego River Conservancy Fund to receive appropriations, grants, donations, and other funds for watershed restoration and public access projects.

Prohibits the conservancy from exercising eminent domain, managing lands without written agreement, levying taxes, or interfering with local planning while authorizing site improvements, restoration, public access, facility upgrades, and grants to public agencies and nonprofits.
