Expands the Aliso Canyon Recovery Account to receive moneys from settlements, fines, and penalties collected by the Public Utilities Commission, other state agencies, and the Attorney General related to the Aliso Canyon natural gas storage facility well failure.

Authorizes use of recovery account funds for mitigating air quality and public health impacts, enhancing cost-effectiveness of energy efficiency programs, and promoting energy efficiency and decreased fossil fuel reliance in the Los Angeles Basin.

Requires priority allocation of funds to greenhouse gas mitigation projects located within the Los Angeles Basin.

Expands the definition of "Los Angeles Basin" to include the Aliso Canyon Delivery Area, the Los Angeles Basin local reliability area designated by the Energy Commission, and the Moorpark sub-area of the Big Creek/Ventura local reliability area.
