Establishes the TNC Access for All program requiring the Public Utilities Commission to regulate transportation network company accessibility for persons with disabilities, particularly wheelchair-accessible vehicle (WAV) services.

Requires each TNC to pay a minimum quarterly fee of $0.05 per trip originating in designated geographic areas beginning July 1, 2019, with fees deposited into the TNC Access for All Fund for competitive distribution to access providers.

Allows TNCs to offset fees by demonstrating WAV service improvements, including response times, driver availability, and community outreach in their service areas.

Exempts TNCs from fees in geographic areas where they meet commission-designated WAV service levels, including 80 percent response time standards for WAV trip requests.

Requires the commission to report to the Legislature by January 1, 2024 on program compliance and effectiveness, with all provisions repealing January 1, 2026.
