Authorizes the Office of Planning and Research to include information about clean energy project funding and financing opportunities in the existing climate adaptation information clearinghouse.

Expands clearinghouse content to cover energy efficiency, renewable energy, energy storage, electrical demand response, low-carbon generation technologies, and advanced vehicle technologies.

Specifies that renewable energy facilities using biomass qualify as "clean energy" only if the State Air Resources Board determines they do not impair the state's ability to meet federal and state air quality standards.

Requires the clearinghouse to regularly update its information resources, including climate projections, vulnerability assessments, adaptation best practices, and funding opportunity listings.
