Amends Penal Code Section 25140 to authorize locking a handgun in a locked toolbox or utility box as an additional storage method when leaving a handgun in an unattended vehicle.

Defines "locked toolbox or utility box" as a fully enclosed container permanently affixed to the bed of a pickup truck or vehicle without a trunk, locked by a padlock, keylock, combination lock, or similar device.

Maintains existing storage requirements: locking the handgun in the vehicle's trunk, in a locked container placed out of plain view, or in a locked container permanently affixed to the vehicle's interior and not in plain view.

Provides peace officers an exemption to lock handguns out of plain view in the center utility console if the vehicle lacks a trunk and they cannot otherwise comply with storage requirements.

Violation of the storage requirements is an infraction punishable by a fine not exceeding $1,000.
