Authorizes the Commission on Teacher Credentialing to establish an alternate list of qualified individuals to fill unanticipated vacancies on the Committee of Credentials.

Allows the commission to establish a substitute list of individuals with at least 12 months of prior committee experience to serve as short-term substitutes for absent regular members.

Designates a committee position as vacant if a member is absent from four or more regularly scheduled meetings in a calendar year.

Maintains existing Committee of Credentials composition of 7 members including elementary teachers, secondary teachers, administrators, school board members, and public representatives.
