Extends the deadline for the Department of Motor Vehicles to complete a pilot program evaluating alternatives to stickers, tabs, license plates, and registration cards from January 1, 2019 to January 1, 2020.

Pilot program is limited to no more than 0.5 percent of registered vehicles and requires voluntary participation from vehicle owners.

Alternative products must be approved by the California Highway Patrol and provided at no cost to the state.

Restricts data exchange between the department and electronic devices to only information necessary to display evidence of registration compliance, prohibiting collection of vehicle movement, location, or use data.

Requires the department to submit a report to the Legislature by July 1, 2020 evaluating cost-effectiveness, reviewing tested products and their security features, and providing recommendations for future action.
