Establishes the Office of Accessible Technology within the Department of Technology, under the Director of Technology, to serve as the central point for ensuring state agency and entity compliance with accessibility requirements.

Requires the Office to ensure compliance with state and federal accessibility laws including Section 508 of the Rehabilitation Act, the Americans with Disabilities Act, California Sections 7405 and 11135, and Web Content Accessibility Guidelines 2.0 at Level AA by December 31, 2020.

Mandates the Office to develop statewide policies and standards, provide training to chief information officers, and establish a complaint procedure for employees and public members to report website accessibility problems.

Requires state agency and entity chief information officers to ensure compliance with specified accessibility statutes and standards as part of their duties.

Requires the Director of Technology to post an annual report on the Office's website beginning January 1, 2020, summarizing developed accessibility policies, standards, and procedures, and to include compliance assessments in the Department's annual IT performance report.
