Creates the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program administered by the State Air Resources Board to fund development, demonstration, and early commercial deployment of zero- and near-zero-emission technologies for trucks, buses, and off-road equipment.

Requires at least 20 percent of funding for medium- and heavy-duty truck technology to support early commercial deployment of existing zero- and near-zero-emission heavy-duty truck technology until December 31, 2020.

Establishes priority for projects benefiting disadvantaged communities and requires performance criteria, competitive allocation processes, and coordination with other state funding programs.

Mandates the State Air Resources Board to include a three-year investment strategy for zero- and near-zero-emission heavy-duty vehicles and equipment in the Air Quality Improvement Program funding plan beginning with fiscal year 2019–20.

Requires the three-year strategy to address school bus incentive program milestones and projected funding needs based on school bus inventory, turnover, and useful life.
