Requires students in community college baccalaureate degree pilot programs to commence their degree by the beginning of the 2022–23 academic year.

Moves the final evaluation deadline for the pilot program from July 1, 2022 to July 1, 2021, requiring the Legislative Analyst's Office to report results to the Legislature and Governor.

Extends the inoperative date for the pilot program authorization from July 1, 2023 to July 1, 2026, and extends the repeal date from January 1, 2024 to January 1, 2027.

Maintains existing requirements that districts offer only one baccalaureate degree program each, with a maximum of 15 districts statewide, in areas with documented workforce needs not duplicating California State University or University of California programs.

Preserves fee structure limiting student charges to no more than mandatory systemwide fees at California State University, plus an $84 per unit fee for upper division coursework.
