Allow licensees to request up to 3 photographs be taken onsite at Department of Motor Vehicles field offices and select which photograph appears on their driver's license.

Charge a reasonable fee not to exceed $5 for each additional photograph requested beyond the first.

Deposit revenue from additional photograph fees into the Motor Vehicle Account in the State Transportation Fund for driver education and training programs, after deducting administrative costs.

Require the Department of Motor Vehicles to adopt regulations implementing these provisions by January 1, 2020.
