Deletes the exception that previously allowed manufacturers to sell cigarettes stamped or metered for sale in another state or packaged for sale outside the United States without complying with California fire safety requirements.

Classifies non-compliant cigarettes as "contraband per se" rather than just "contraband," strengthening the basis for seizure and disposal by the California Department of Tax and Fee Administration or law enforcement agencies.

Authorizes the department or law enforcement to seize and dispose of non-compliant cigarettes as contraband per se upon discovery of violations, without requiring additional legal proceedings.

Repeals Section 14960 of the Health and Safety Code and makes conforming changes to related provisions regarding cigarette testing, certification, and compliance requirements.
