Eliminates the January 1, 2013 certification date requirement for approved hemp seed cultivars, allowing newer cultivars to be used for industrial hemp production.

Authorizes industrial hemp production through clonal propagation of approved seed cultivars in addition to traditional seed-based cultivation methods.

Removes prohibitions on ornamental cultivation, pruning, tending, and culling of individual industrial hemp plants.

Changes industrial hemp registrations from 2-year to 1-year validity periods and requires applications to include the seed cultivar's state or county of origin.

Establishes new sampling requirements including grower presence during testing, department-approved testing methods, and dry-weight basis THC measurement, with specific timeframes for destruction of non-compliant crops (48 hours to 45 days depending on THC levels).
