Requires the Department of Forestry and Fire Protection to ensure timber harvesting plans on San Jose Water Company lands undergo enhanced public review before approval.

Mandates the San Jose Water Company conduct 2 public hearings on any timber harvesting plan or associated permit.

Requires the Midpeninsula Regional Open Space District to be a member of the interagency review team for timber harvesting documents proposed by the San Jose Water Company, with the department resolving any district concerns at a public Santa Clara County Board of Supervisors meeting.

Requires Santa Clara County and appropriate regional water quality control boards to each conduct public hearings on timber harvesting plans or associated permits.

Exempts any lands sold to the Midpeninsula Regional Open Space District pursuant to Section 5540.2 from these requirements.
