Modifies minimum qualifications for interpreters providing oral interpretation services to limited-English-proficient (LEP) Medi-Cal beneficiaries in managed care and mental health plans.

Requires interpreters to demonstrate proficiency in English and the beneficiary's language, ability to interpret effectively and accurately using specialized vocabulary, and adherence to interpreter ethics principles including confidentiality.

Prohibits managed care and mental health plans from requiring LEP beneficiaries to provide their own interpreters or relying on unqualified staff members, except in emergencies or when the beneficiary specifically requests an accompanying adult.

Requires written notice of free language assistance services in English and the top 15 languages spoken by LEP individuals in California, consistent with federal Medicaid and Affordable Care Act requirements.

Applies requirements to both managed care plans and mental health plans contracting with the State Department of Health Care Services, contingent on availability of federal financial participation.
