Requires the Public Utilities Commission to direct electrical corporations with more than 100,000 service connections to file a rate design application by July 1, 2019, supporting deployment of zero-emission transit buses.

Allows electrical corporations with 100,000 or fewer service connections to voluntarily file rate design applications for zero-emission transit bus deployment.

Rate designs must minimize overall costs and maximize overall benefits while remaining revenue neutral to the relevant customer class.

Exempts electrical corporations that already have approved or proposed rate tariffs meeting the bill's goals as of July 1, 2019.

Rate design applications filed on or after January 1, 2019, or with evidentiary hearings scheduled on or after July 1, 2019, are subject to these requirements.
