Requires the Public Utilities Commission (PUC), in consultation with the State Air Resources Board, to consider adopting specific biomethane procurement targets or goals for each gas corporation to procure a proportionate share of biomethane annually.

PUC must find that any adopted targets or goals are cost-effective means of reducing short-lived climate pollutants and greenhouse gases, and comply with all applicable state and federal laws.

If targets or goals are adopted, PUC must ensure biomethane is either delivered through a dedicated California pipeline or through a common carrier pipeline that physically flows within California and demonstrates direct environmental benefits to the state.

Requires PUC to consider recommendations from the State Air Resources Board and ensure targets are consistent with organic waste disposal reduction goals under existing law.

Provides that no state reimbursement is required because any costs incurred by local agencies or school districts result from the creation of new criminal penalties under the Public Utilities Act.
