Allows the Bureau of Cannabis Control to revoke a license before a third violation if circumstances warrant, and does not prevent additional disciplinary actions beyond those specified in the bill.

Applies to licensees holding A-type or M-type retailer licenses and A-type or M-type microbusiness licenses under California's cannabis regulatory framework.
