Amends Code of Civil Procedure Section 338 to extend the statute of limitations for civil penalty actions related to forest practice violations from one year to three years.

Applies three-year limitation period only when the action involves violations of specified provisions of the Z'berg-Nejedly Forest Practice Act or State Board of Forestry and Fire Protection regulations related to converting timberland to nonforestry-related agricultural uses.

Establishes that the limitations period does not begin until discovery of the violation by the Department of Forestry and Fire Protection, rather than from the date of the violation.

Approved by Governor September 26, 2018, and filed with Secretary of State the same date.
