Requires the State Coastal Conservancy to apply to the Department of Motor Vehicles to sponsor "The Endless Summer" specialized license plate program.

Specifies that the license plate design shall include a surfer design associated with the movie "The Endless Summer" and the slogan "The Endless Summer," subject to readability requirements.

Directs proceeds from license plate fees, upon legislative appropriation, to fund projects and programs promoting exposure to and preservation of surfing, its cultural heritage, and coastal resources.

Requires funded projects and programs to be accessible to youth from low- and middle-income households lacking coastal access and to youth with disabilities.

Authorizes the State Coastal Conservancy to partner with federal, state, local government, and nonprofit organizations to implement the projects and programs.
