Authorizes licensing authorities to issue provisional licenses to cannabis applicants who held temporary licenses for the same premises and activity, valid for 12 months from issuance and non-renewable.

Requires applicants to submit completed license applications with evidence that California Environmental Quality Act compliance is underway; exempts the issuance of provisional licenses from CEQA requirements.

Prohibits applicants or licensees from obtaining a hearing or appeal if a licensing authority refuses to issue, revokes, or suspends a provisional license.

Provision remains in effect only until January 1, 2020, when it is repealed.

Declares the act an urgency statute to address pending cultivation license applications that would expire before January 1, 2019.
