Requires the State Air Resources Board to include greenhouse gas emissions from wildlands and forest fires in its scoping plan for achieving maximum technologically feasible and cost-effective emissions reductions.

Continuously appropriates 25% of annual proceeds from the Greenhouse Gas Reduction Fund to California's 58 counties in equal percentages, beginning in the 2019–20 fiscal year.

Requires counties to develop allocation plans within 60 days of receiving appropriations, prioritizing electric utility infrastructure hardening, wildland and forest mitigation in fire hazard areas, and other greenhouse gas reduction environmental issues (capped at 25% of county allocation).

Mandates counties post allocation plans on their websites in real time and comply with the Ralph M. Brown Act; requires the California State Auditor's Office to conduct annual audits of each county.

Authorizes the Department of Finance to redistribute unencumbered funds after two years to counties that have fully encumbered their appropriations within that timeframe.
