Requires the Department of Health Care Services to provide payment adjustments to dental providers treating Denti-Cal and dental managed care plan beneficiaries with special dental care needs to compensate for additional time and resources required.

Defines beneficiaries with special dental care needs as those with chronic medical, physical, mental, behavioral, or developmental conditions or disabilities that complicate dental care or require additional provider expertise and resources.

Requires dental providers to document in patient medical records the need for additional services provided under this section.

Mandates the department seek necessary federal Centers for Medicare and Medicaid Services approvals and implement the section only in compliance with federal Medicaid law and regulations without jeopardizing federal financial participation.

Allows the department to implement the section through administrative letters and bulletins without regulatory action, but requires adoption of regulations by July 1, 2022, and semiannual status reports to the Legislature beginning January 1, 2020.
