Authorizes the Public Utilities Commission to contract with the California Highway Patrol or a sheriff to assist in enforcing vehicle impound orders against passenger stage corporations and charter-party carriers of passengers.

Prohibits costs incurred by the commission for assistance with vehicle impoundment enforcement from being charged to the carrier as an impound expense.

Amends Section 1044 of the Public Utilities Code regarding passenger stage corporations and Section 5415.5 regarding charter-party carriers of passengers to include these contracting and cost provisions.

Applies to vehicles used for operations in violation of the Public Utilities Act or related orders by either passenger stage corporations or charter-party carriers of passengers.
