Requires the Public Utilities Commission to develop and oversee the Building Initiative for Low-Emissions Development (BUILD) Program, which provides incentives to residential builders for deploying near-zero-emission building technologies that reduce greenhouse gas emissions beyond California's building standards.

Requires the Commission to develop and oversee the Technology and Equipment for Clean Heating (TECH) Initiative to advance the market for low-emission space and water heating equipment in residential buildings through market development, consumer education, contractor training, and upstream incentives.

Allocates $50,000,000 annually from fiscal years 2019-20 through 2022-23 from gas corporation greenhouse gas allowance revenues to fund both the BUILD Program and TECH Initiative.

Requires the BUILD Program to reserve a minimum of 30 percent of allocated funding for new low-income residential housing located in disadvantaged or low-income communities, with priority on ensuring projects do not increase utility bills for occupants.

Authorizes the Commission to determine whether gas corporations or third-party administrators (including the Energy Commission) will administer these programs, and requires development of program guidelines, evaluation metrics, and outreach strategies.
