Extends the Structural Pest Control Board's existence from January 1, 2019 to January 1, 2023, allowing continued regulation of structural pest control operators and companies.

Adds definitions for "control," "eradication," and "inspection" to the Structural Pest Control Act and requires certifications be included on complete, limited, supplemental, or reinspection reports.

Requires Branch 1 registered companies to provide fumigation completion certifications to consumers who directly contract for fumigation services and to provide written fumigation warranties to property owners or their designated agents.

Allows the Structural Pest Control Board and county agricultural commissioners to levy civil penalties and fines up to $5,000 for serious or moderate violations, and permits persons with revoked or suspended licenses to petition for reinstatement after specified minimum time periods.

Increases criminal penalties for violations of the act to fines ranging from $50 to $5,000 and/or imprisonment up to six months, and specifies procedures for handling failed fumigations including refumigation requirements and consumer protections.
