Establishes the Dental Hygiene Board of California as an independent board within the Department of Consumer Affairs, removing it from Dental Board jurisdiction, with repeal date extended to January 1, 2023.

Changes board appointment process to require one public member appointed by Senate Committee on Rules and one by Speaker of Assembly, rather than all members appointed by Governor.

Requires out-of-state applicants to furnish hardcopy fingerprint cards if electronic fingerprints are unavailable, and modifies clinical examination requirements to require completion within preceding 2 years.

Eliminates requirement for board determination before conditioning license renewal on continuing education and mandates random audits of at least 5 percent of licensees annually for compliance.

Allows dental hygiene educational programs to renew approval through certification of continued compliance and authorizes hygiene board to conduct site visits, place noncompliant programs on probation, issue citations and fines, or withdraw approval.

Sets site visit fee to actual costs incurred by hygiene board and establishes retired license fee at one-half of current renewal fee.
