Renames the "Bureau of Electronic and Appliance Repair, Home Furnishings, and Thermal Insulation" to the "Bureau of Household Goods and Services" and extends its sunset review date from January 1, 2019 to January 1, 2023.

Allows custom upholsterers and service dealers to provide written estimates and invoices in electronic format, with corresponding electronic retention requirements of one year for work orders and three years for invoices.

Expands the definition of "service contract" effective January 1, 2020 to apply to all consumer goods used for personal, family, or household purposes, and requires service contractors to file contract forms with the director no later than 30 days before use with unique form numbers and revision dates.

Authorizes the director to appoint clerical, inspection, investigation, auditing personnel, and a deputy chief under the Bureau, with all personnel performing duties under supervision of the bureau chief.

Removes service contractor regulations from the Electronic and Appliance Repair Dealer Registration Law effective January 1, 2023, allowing that law to focus solely on service dealers.
