Prohibits possession of specified African species and their parts or products (including African elephants, black rhinoceros, lions, leopards, giraffes, zebras, and others) by individuals, firms, corporations, or partnerships in California.

Allows exceptions for law enforcement activities, pre-January 1, 2019 ownership with documentation, federal Endangered Species Act compliance, educational or scientific institutions, and inheritance or trust distribution.

Establishes civil penalties of $5,000 to $40,000 per violation, with fines deposited into the Fish and Game Preservation Fund.

Authorizes the Attorney General or local prosecutors to bring civil enforcement actions, and allows seized articles to be forfeited, maintained for education, donated to institutions, or destroyed.

Provides up to $500 rewards from the Fish and Game Preservation Fund for information leading to convictions, excluding regular law enforcement officers.
