Deletes obsolete reference in the California Board of Accountancy's attest service experience requirement for licensed accountants.

Requires the Board of Accountancy to treat findings in certified copies of disciplinary actions from other states, countries, the Public Company Accounting Oversight Board, or the Securities and Exchange Commission as conclusive evidence for determining discipline.

Corrects a reference in the provision authorizing the Board of Accountancy to charge and collect fees from certified public accountant applicants.

Removes the requirement that the State Board of Barbering and Cosmetology mail examination grades to failed applicants and eliminates unsuccessful applicants' right to inspect their failed examination papers within 90 days.

Makes nonsubstantive clarifying changes and updates cross-references to the California Private Postsecondary Education Act of 2009 enforced by the Bureau for Private Postsecondary Education.
