Expands California Cultural and Historical Endowment grant programs to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums, while exempting program guidelines from the Administrative Procedure Act but requiring at least one public hearing.

Changes the deadline for idle well operators to file annual fees from January 1 to May 1 of each year, with fees ranging from $150 to $1,500 depending on how long the well has been idle.

Modifies Underground Injection Control Program reporting requirements to occur annually by July 30 of each year (instead of semi-annually by January 30) until October 1, 2024, with detailed reporting on approvals, pending applications, violations, and staffing.

Extends indefinitely the Department of Parks and Recreation's authority to plan and administer capital outlay projects and the Parks Project Revolving Fund, and increases the threshold for requiring competitive bidding of state park concession contracts from 2 years to 3 years.

Updates Marine Invasive Species Act requirements to specify removal of sediments and biofouling organisms from vessel ballast tanks and hull surfaces, reduces the Coachella Valley Mountains Conservancy governing board from 23 to 20 members, and repeals provisions granting tidelands and submerged lands to the Metropolitan Water District of Southern California.
