Enacts the Second Validating Act of 2018 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and specified districts, agencies, and entities.

Declares all public bodies heretofore organized or existing under any law are legally organized and functioning, with all rights, powers, privileges, duties, and obligations of regularly formed public bodies.

Validates all boundary establishments, annexations, inclusions, detachments, consolidations, mergers, and dissolutions of public bodies heretofore taken.

Validates all acts and proceedings for authorization, issuance, sale, execution, delivery, and exchange of bonds by public bodies, and declares such bonds legal, valid, and binding obligations.

Establishes a six-month period from the effective date (September 1, 2018) to commence legal challenges to validated acts and proceedings; any challenges not filed within this period become incontestable.
