Enacts the First Validating Act of 2018, validating the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and numerous specified districts and public entities.

Declares all previously organized public bodies legally established and functioning with full rights, powers, privileges, and subject duties under law, regardless of any technical defects in their formation.

Confirms and validates all prior acts and proceedings related to annexations, inclusions, detachments, consolidations, mergers, dissolutions, and bond issuances by public bodies.

Establishes a six-month statute of limitations from the effective date for challenging the validity of any public body formation, boundary changes, or bond issuance; after which all such matters become valid and incontestable.

Takes effect immediately as an urgency statute to validate public bodies' organization and bonds without delay.
