• Makes gender-neutral references to various city officers and employees throughout Government Code provisions governing local government operations.

• Increases the annual aggregate cost threshold for county purchasing agents to engage independent contractors from $100,000 to $200,000 in counties with 200,000+ population.

• Eliminates requirement for Controller's annual report on special districts to include specified breakdowns of fund balance, retained earnings, fixed assets, and cash investments; instead requires information consistent with generally accepted accounting principles.

• Allows local agencies to comply with bond report display requirements by providing a link to the Treasurer's Internet Web site with California Debt and Investment Advisory Commission bond information, rather than posting full reports.

• Allows enhanced infrastructure financing districts to mail a single-page notice of intention (instead of full resolution) to landowners, with notice indicating where full documents will be available online or for inspection.

• Provides county assessors discretion in timing of required audits of large taxpayers by allowing completion of four-year audit totals within any four-year period starting fiscal year 2019-20, rather than requiring audits in each individual year.
