Enacts the Third Validating Act of 2018 to validate the organization, boundaries, acts, proceedings, and bonds of state and local public bodies including cities, counties, districts, and specified agencies.

Declares all public bodies heretofore organized under any law are legally organized and functioning with all rights, powers, and privileges, and confirms previously established boundaries as legally valid.

Validates all prior acts and proceedings related to annexation, inclusion, detachment, withdrawal, exclusion, consolidation, merger, or dissolution of public bodies.

Authorizes and validates all prior authorization, issuance, sale, execution, delivery, or exchange of bonds by public bodies, declaring such bonds legal, valid, and binding obligations.

Limits challenges to validated acts and proceedings to within six months of the effective date unless already barred by statute of limitations or laches, after which all matters shall be held valid and incontestable.
