Sets maximum annual Cal Grant C award at $2,462, with allowance for adjustment through the annual Budget Act for each award year.

Authorizes Cal Grant C awards to be used for technology and expands Cal Grant B awards to cover technology by adding it to the definition of "access costs."

Requires the Office of the Chancellor of the California Community Colleges to annually provide eligible occupational and technical training programs to the Student Aid Commission, replacing previous commission duties in determining eligible program areas.

Requires private and independent postsecondary institutions to provide occupational or technical training programs meeting specified conditions for their Cal Grant C eligible students to receive awards.

Mandates the Student Aid Commission to publish and maintain an online list of eligible and prioritized occupational and technical training programs in demand in each economic and workforce development region.
