Changes references throughout the Military and Veterans Code from "enlisted man or woman" or "enlisted men or women" to "enlisted person" or "enlisted persons" for gender-neutral language.

Modifies the heading of Article 3 (commencing with Section 250) of Chapter 3 of Part 1 of Division 2 of the Military and Veterans Code to read "Enlisted Persons" instead of the previous gendered terminology.

Amends Section 20282 of the Government Code to update references to "enlisted persons" for officers, warrant officers, and enlisted personnel on full-time active duty with the office of the Adjutant General.

Updates Section 32177.5 of the Revenue and Taxation Code to reference "enlisted persons' clubs or messes" in provisions regarding tax exemptions on distilled spirits sales to armed forces instrumentalities.

Makes conforming technical amendments across 40+ sections of the Military and Veterans Code to standardize terminology related to military personnel.
