Authorizes air districts to send required public notices electronically instead of by mail, while requiring paper notices for anyone who requests them.

Requires air district governing boards that use electronic notice delivery to adopt procedures allowing people to request paper notices and update their email addresses.

Applies electronic notice provisions to public notices required under Health and Safety Code Division 26 (air quality) and to notices for permit applications for sources emitting hazardous air near schools.

Makes conforming changes to Civil Code Section 2782.6 and Labor Code Section 7856 related to hazardous materials and process safety management standards.
