Authorizes the Department of Alcoholic Beverage Control to place reasonable conditions on retail alcohol licenses when physical changes or alterations are made to licensed premises that materially alter the premises or its usage from the approved diagram on file.

Expands the definition of grounds for removing or modifying license conditions to include situations where substantial changes in totality of circumstances justify modification or removal, in addition to the existing standard that original grounds no longer exist.

Requires department approval before physical changes or alterations to licensed premises can trigger new conditions under the amended statute.

Maintains existing procedures for local governing body notification and objection rights when conditions are proposed to be removed or modified, including the 30-day objection period.
