Requires the Department of General Services to publish contract exemptions utilizing the Financial Information System for California instead of prominently in each issue of the California State Contracts Register.

Eliminates the requirement that the Department of General Services report annually to the Legislature's budget subcommittees on the Department of Technology's use of the negotiation process for procuring information technology and telecommunications goods and services.

Removes application of 24-hour lowest bidder notification and protest procedures to purchase orders, limiting them to contracts only.

Requires public notice of proposed awards to be posted in a public place specified in the solicitation document by the department, which may include an electronic location or Internet website.
