Removes requirements for private child support collectors to establish direct deposit accounts with the State Disbursement Unit and removes related notification requirements about fees.

Authorizes local child support agencies to inspect and copy court records related to paternity establishment and child support orders.

Extends the exemption for local child support agencies from mandatory electronic filing and service requirements until January 1, 2021.
