Requires PET plastic beverage containers sold in California to contain a minimum of 20% postconsumer recycled plastic beginning January 1, 2020.

Directs the Department of Resources Recycling and Recovery to establish minimum postconsumer recycled content standards for other plastic and alternative material beverage containers by January 1, 2021, with authority to adjust standards annually based on market conditions, supply, technology, and environmental factors.

Requires beverage manufacturers to certify compliance with recycled content standards under penalty of perjury and report monthly sales volumes and postconsumer recycled content amounts to the department; each day of non-compliance constitutes a separate violation.

Mandates the Department of Resources Recycling and Recovery to evaluate beverage container redemption programs in Oregon, Michigan, British Columbia, and Alberta by January 1, 2020, and report findings to the Legislature on improvements that could be incorporated into California's program.

Sunsets the reporting requirement on January 1, 2024.
