Removes the exception for "children of transient aliens" from the definition of California state citizens, while keeping the exception for children of alien public ministers and consuls.

Allows non-citizens to hold appointed civil offices if they are 18 years old and California residents, regardless of immigration status.

Maintains the requirement that candidates for elective civil offices must be 18 years old and state citizens.

Permits appointed officials without citizenship or lawful immigration status to receive compensation including stipends, grants, and expense reimbursements associated with their duties, if not prohibited by federal law.

Establishes legislative intent to remove barriers allowing all California residents, including undocumented immigrants, to serve on local and state boards and commissions.
