Authorizes the City of Fremont to transfer up to 4.6 acres of parkland from Centerville Park to the Fremont Unified School District for use as a public school facility.

Requires the city to submit a revised map of Centerville Park to the Department of Parks and Recreation by June 1, 2018.

Mandates the city council adopt an ordinance by March 1, 2018 identifying at least 4 acres of Centerville Park and at least 4 acres of Dusterberry Park as replacement park property, with funding appropriated equal to the fair market value of the transferred property.

Requires the city to sign an agreement with the Department of Parks and Recreation by June 1, 2018 committing to spend no less than $6,000,000 to develop the Centerville Park replacement property as a joint-use park and $5,000,000 to develop Dusterberry Park as a neighborhood park, both by June 30, 2023.

Takes effect immediately as an urgency statute.
