Specifies that postsecondary institutions are not required to admit or provide financial aid to nonimmigrant aliens, except for students with T or U visa status who cannot be discriminated against based on immigration status.

States that nothing in the chapter changes a student's existing eligibility for state financial aid.

Declares that amendments are declaratory of existing law rather than creating new policy.
