Authorizes county recorders to create electronic copies of official records recorded before January 1, 1980, and truncate any social security numbers contained in those records.

Requires county recorders to continue truncating social security numbers in records recorded between January 1, 1980, and December 31, 2008, and in records recorded on or after January 1, 2009.

Prohibits county recorders from charging new fees or increasing existing fees to fund the social security number truncation program, except as specified in Section 27361(d).

Allows county recorders to decline creating public record versions of official records if the authorized fee is insufficient to cover costs, but requires them to create versions for a partial fraction of records if the fee covers that portion.

Makes legislative findings that limiting public access to untruncated social security numbers in government records is necessary to protect against identity theft.
